    i get the same performance as a stock 680 for only like $30 more

  Good price considering the local price is $100 dearer.
  If you're happy with the possibility of having a DOA card or having to wait a few months to send your card back to Amazon if any issues arise, then this deal is the deal for you.

  Having said that, the 5950 is priced similarly locally (~$310) and with the new Catalyst drivers which came out recently, essentially match a 670's performance (~3-5% slower). However, Nvidia released new drivers just last week, so that could be different? Also, with a 5950 (from participating vendors), you get Sleeping Dogs, Far Cry 3, and Hitman Absolution for free (which could onsell on eBay for ~$60 — making a 5950 a great choice). Just my 2c.

      Just ask them! I did before for a TV from Germany, and they made it clear they would pay for the return shipping if it arrived DOA
