Note: to scan objects or rooms you need a Pro model from iPhone 12 Pro onwards.

That's because there's a limit on how many characters an app name can have on the phone - "LiDAR 3D Floor Plan Creator'" wouldn't fit, or would read something like "LiDAR 3D Fl…"

Edit: I had VPN for another country, as soon as I changed back to AUS it was showing as free.
Only pro versions with LIDAR sensor.

Has happened to me many times when I’ve downloaded an app and immediately I get a notification for a charge and get concerned about the charge but then realise it’s for prior / other things. Not sure how or why that’s a trigger but it is.

Wow, Pro models of Apple phones have LiDAR! There's a reason for a lot of people who need to do 3D scanning to buy one, and probably don't know.
Actually, there is also a LiDAR used with FaceID so this can be used for scanning as well with some apps … A little less convenient as you cant see the screen easily though there are some mirror hacks. It’s not really a match for a dedicated 3D scanner as the resolution isn’t great due to it being more intended as an AR feature than a 3D scanner but it has its uses.
Requires iOS 17.6, the phone isn't the only requirement.

That's one seriously weird pricing structure for a product. You pay if you want it by the week. Or by the year. But for a lifetime its free. Can't be right.

It'd make sense if they were about to release a new much better version, and you don't get a free upgrade to the new version. It'd get people to use the product, find what it does is useful, and buy the new version. Just as long as they don't find the old version useful enough that they don't think they need the new one, or the new one is too expensive. The latter may be the case for this product.
I clicked on the 'lifetime" - of course i had to enter the password for my apple account. Once done "the lifetime" disappeared.
Maybe the card linked to my account will now have the balance disappear as well - who knows!
It's a common marketing method in the software world. The free full license won't be available forever.
The idea is to get a limited amount but life time users in for free, hope they like it, tell friends, post reviews/stars on app store etc.
Those things are important to then sell to other people.
And it's hard to get your software noticed with so many apps around these days. When they do a promo, sites like this, or people posting about the deal on reddit etc give it eyeballs.

I was reading the (translated) MyDealz thread linked in the op and someone's comment stood out as potentially important. Personally I'll avoid this one as there are plenty of other LIDAR scanning apps in the app store. The comment:
From a data privacy perspective, this app is a complete disaster. The terms of use state that data is sent to the USA, regardless of the country where the app is used.
It's understandable that this app is cool, but it's kind of funny that we create a 3D model of our own private home and don't care where this data is sent.
