Neither, it is:
1. Large milkshake + hotdog
2. Small thickshake + hotdog
(large milkshake OR small thickshake) AND hotdog = $6
Though I imagine if you ask them nicely, they would give you either of your proposed options ;)

No way, I walked away from a DK store only recently coz they wanted >$6 for just a flake shake…
Wouldn't let us redeem at Westfield Marion SA… they said they don't do those deals there. Pretty dodgy, seeing as it is on the Wendys website and doesn't say 'participating stores only' anywhere. :(
