Would I be able to use it to download a steam game (let's say for argument sake's 30Gb) on my own desktop? That is not fraudulent in anyway as it is a legit source of games, and would not affect their network adversly. Also, It would be for personal use as I am not reselling it to anyone else. Would that be considered breaching the "Fair use policy"?

when you recharge online using Paypal or a cc (to get the bonus 250MB) are you giving continuous authority for them to take the money every month from then on ?

You can cancel the authority to do reoccurring payments in PayPal… it's how you cancel Quickflix without calling to cancel Quickflix…
