Woolworths tonight has a sign half price $30 and $50 starter sim packs, it didn't have any other details on it so I am not sure when it ends. Not as good as erroorfree's offers though.

Don't know if its a good deal but they had advertised as special - Unlocked dual sim mobiles for $19.95 http://www.dgtec.com.au/products/2g-basic
it had fm radio, flashlight, colour video and camera. maybe good for emergency phone

  2G wouldn't be good for emergecies, Telstra is shutting down 2G network bit by bit and by end of 2016 would probably be completely replaced by 3G services.

      For 15 bucks you can get a Nokia 208 3G phone, granted that it's locked to Telstra and single Sim. But it will work much better as an emergency phone when you use Telstra.
