The Gold edition of Assassin's Creed IV contains all of the DLCs and extras, and is for 2 UPlay codes, both redeemable directly on UPlay.

I assume since it's from Nuuvem, we'll need to do the VPN trick? I've not bought anything from there, so I don't know if it's only for certain games, or site-wide.

deosnt look like it needs vpn set to brazil.
with vpn set to canada shows as R$24,99

by 2 Uplay Codes you mean 1 x key for main game and 1 x key season pass rather than 2 lots of keys ?
