      From ACMA website:
      Under the new arrangements, several segments in 403–470 MHz have been identified for the exclusive use of government, primarily to support national security, law enforcement and emergency services

      I don't think you want to be messing in those frequencies without appropriate licences.

    • OP says 400-480MHz, web site says 400-470MHz
      Either way these won't be approved for use on the citizens band with that frequency coverage.
      Illegal and unsafe to use, possibly have them snatched by customs if you try to buy them.
      No deal here, should bee deleted.

  • Nearly all "walkie talkies" are illegal to use in Japan also (they do check) if anyone was planning on using them there.
