You need a Surface Dock https://www.microsoft.com/surface/en-au/accessories/surface-… and appropriate adapters, but with these yes you can connect two external monitors and run a 3 monitor configuration no problem.
You don't have to get the Surface Dock.
Any Displayport MST Hub will allow multi monitors. MST Hubs costs around $90-100
You cannot use the standard passive converters as they simply convert Displayport into another format, doesn't create a hub and use the Displayport Native Functionality.
