Plot twist: you need photo ID to apply.
Keypass is a PRIVATE form of identification based on other sources of personal information, almost equivalent to a Student ID card for example. You'd be surprised at the number of places where Keypass isn't accepted as a form of ID.
If you live in Victoria you are better of with a Proof Of Age Card. Its cheaper ($10), doesn't expire (Keypass only lasts 5 years) and more widely accepted as a valid form of ID.
Not sure what the situation is in other states.
