Know what? I registered a dummy account a couple years ago and never used it. That account keeps getting targeted offers……I think this actually reveals the method how eBay decides which user account gets the offer - it's for who never spend or spend only little on eBay. They just want to attract those to become an everyday patron.
Nope - in other deals others have said they have accounts that aren't used - and never receive them.
Also there was one ebay deal a few months ago I didn't qualify for. I had a second account that I used to make purchases with to build its feedback. But I hadn't purchased using it for about 3 years. When the deal came up here my first account didn't qualify. So I logged into the second one - and was told the account had been closed due to inactivity. I found you can reopen it. But my point is… Your other account should be closed if you haven't been logging into it, and so, you shouldn't be receiving offers.

How are we normally notified of these offers via EBay?
They usually send emails to the registered email address you used for signup. CashRewards also emails me (but not for targeted offers).
They usually send me a fax.
What! They can do fax! My morse code receiver is still beeping from their June mailer.
They send email. But since they began spamming people with items not in your watchlist - that look just like auctions in your watchlist (thus wasting hours of our time)… like me, many people have probably unsubscribed from all their email. (It's the only way to turn off their time-wasting spam.) I would guess that anyone who has unsubscribed - like me - will probably never get targeted offers again.
One way to check if you have the targeted offer is to click ADD TO CART. (Do NOT click Buy it Now.) Then click PROCEED TO CHECKOUT, scroll down the next page a little, and there's a place to enter the code. Put the code there, click APPLY. It then tells you whether you qualify or not. (Remember to go back a page and click REMOVE if you were only checking and don't actually want that item.)
