          Trick is to use a zero foreign fee c/card & make sure you switch over during PayPal transaction to use your card issuer's fee.
          I got US$0.01= AU$0.01

        if you let Paypal do the conversion I'm pretty sure they'll round up to 2c.
        Sadly there is no default to force Paypal to let 28degrees to the conversion (since that's how PayPal makes many millions, by extortionate exchange rates)
