I believe those are for the international tourists who are visiting Australia and staying at the Great Southern. Stealing these robs the tourists and the hotel, that too for something you can get posted to yourself for free, as pointed out by hogwarts. Negging.
Since you're required to load at least $10 on activation I wouldn't call them free at all.
