  This deal is for New South Wales. You have to pay amount for replacing High Bays and other LED lights in NSW.
  In Victoria many business and residential can get it for Free if they are eligible.

  You shouldnt be qouting prices plus gst,ACCC ruling simply states that gst must be included at a retail level,
