      I don't understand, and just out of curiosity, you mention they are strict on CD keys,

      How do they know that this CD key, which you paid for, was sent to you in a photograph/scan, instead of the physical box….? Which I assume it could just as well have been, if the seller offered to send the box and CD in the post.

        They don't. Instead they region check.
        Each CD key has a specific region attached to it.

        If you use a CD key from another region - say Russia, and try activate it from Australia with an Australian steam account, Steam will reject the key.
        They do this to stop massive pricing discounts within certain countries to impact other countries.
