To be honest, if you have the time when in Hanoi, I would ask at my accommodation, and scout around the old town, and select the most appropriate operator / service / cost for my requirements.
I did a reasonable (but perfectly acceptable to me) 2 day/1 night for a very low price (~USD50 from memory). It was a few years ago.
If you feel you need to book ahead, you have to trust the info on the sites and some customer reviews on Trip Advisor or similar.
You can find some options in Hanoi with 50USD/person but not for overnight i am sure, because the day cruise mostly start from 60USD/person.
