    Precautions for use

    This pergola is not designed to withstand violent storms, heavy rain or strong winds
    You are strongly advised to make sure it is solidly fixed to the ground in a place sheltered from bad weather and on a horizontal surface
    It is essential to fold the covering in case of squalls, violent wind or heavy rain
    Never leave quantities of water or leaves on the roof as there is a serious risk it will bend the frame
    You can leave the metal structure assembled if it is securely installed but you must fold the covering when the pergola is not used
    The warranty does not cover deterioration caused by failing to fulfil the above guidelines
    

    So I'd say no wind is the prerequisite going by the above 'precautions' (massive limitations to warranty).
    Sheltered from bad weather and not designed to withstand strong winds are pretty definitive warnings.
    If leaves on the roof may cause a "serious risk it will bend the frame" this thing is basically an umbrella made to look like a pergola and nothing more.
