The "space agency" is pretty much a conglomeration of commercial entities and research bodies anyway, it isn't an actual institution like NASA or ESA that do most things in-house.
Even if NASA wanted to, they can't really get ASA to do anything for them. The ASA is more of a facilitator at this stage. They've barely been around for a year so I guess they can't do much more than that at this stage. They need to sell more t-shirts first.
