    PDF XChange Editor or PDF XChange Viewer - both free (https://www.tracker-software.com/). Not associated with the company, just been using these for years.

      can't speak higher of PDF Exchange Editor. Use it for our business exclusively. Love the ability to drag out tabs (like chrome) and view 2 pdf files side by side.
