I'd say it's an overall better CPU and outstanding value for money but it's not better "in every aspect".
The 9700k is still a faster chip purely for gaming purposes according the vast majority of benchmarks so far. It's in fact ahead of the 3700x and 3900x in the same benchmarks when it comes to purely gaming.
Why are you linking to a poorly made video from 27 of June? A video which admits its information is based on leaks from elchapuzas?
Stop spreading misinformation to buyers who don't know any better, and take a look at proper benchmarking youtubers such as GamersNexus who provide accurate information. Steve has already done a video on a 3600 with results which are still a bit off from the 9700k's performance and at best, matches the 9700k's performance (hardly "beating").
What the R5 3600 does have is the greater price to performance, and is a very good pick for any gamer on a budget. Nobody should be expecting their R5 3600 to be blowing a 9700k out of the water, but it will perform admirably and very closely sticks near the 9700k's performance.
All the reputable tech sources suggest otherwise mate.

Comes with the budget Wraith cooler, which is kinda adequate.

i have the wraith stealth on a my secondary r5 2600…its kinda noisy even though its a secondary PC i was still thinking of buying a $20-30 aftermarket solution.
