These jerseys will be what is called "replica" shirts, I'd say it would be incorrect to label them as counterfeit, Replica shirts are essentially cheaper alternative copies of the authentic jerseys that are made for fans to wear for lifestyle and training. It would be illegal to sell counterfeit goods and this site has been around for sometime.
This site basically explains what all the differences are (4 minute reading time), but TLDR the fitting and materials are different as one is made for sports performance (lightweight, wicks sweat, and to make sure the other player can't grab your shirt, it's more form fitting) while the other is made as streetwear and lifestyle / casual training purposes (it will fit loosely to accommodate more girthy body shapes and it won't have the high-tech fabrics seen in the match shirt)
