I think you are paying for the convenience of pickup at your hotel and driving you around all day as well as a guide (*now on the left we are passing…). You can certainly take a train to Belgrave station from the city but good luck finding your way to wineries or anything from there by PT.
I think it is not too bad for oversea tourists, I would recommend my friends to take the offer. normally a day tour cost $80+ two years ago, and APT even more expansive, but it will be better, if you can do Philip Island or twelve apostles at this price.

We did a yarra valley winery tour the last year (catered to backpackers) & it was $100 each (but it did include lunch)
you'd have to be a pretty dumb tourist to pay $151 where the only item requiring an entry is Puffing Billy, where adult tickets start at around $20…
