Free Alipay TourPass for Mobile Payments in China Using Foreign Cards until 2020

Previously WeChat Pay accepts foreign debit/credit cards for online payments at selected merchants in China, however this has been surpassed just now by the new service provided jointly by AliPay and Bank of Shanghai, called "TourPass", which, once topped up using foreign cards, can be used wherever AliPay is supported (online or offline) which is literally everywhere in China as some of you may know.

Fee-free for a limited period until the end of the year (possibly to be extended), the product is valid for 90 days at a time and is available to AliPay accounts created using an overseas mobile number. I am especially excited because as an Australian Chinese I travel to China frequently with prolonged stays and it has always frustrated me how few places in China accept my Bankwest/ANZ travel adventure card.

To sign up:

  • Download the AliPay app from Apple Store/Google Play
  • Sign up using your Australian mobile number
  • Choose "International version" where prompted during the signup
  • After signup, you should see the "TourPass" icon/banner on the home page but if not, type "TourPass" in the search bar on the top
  • Click on the "TourPass" icon and choose top-up
  • The first time you load it will ask for your passport and a photo of your Chinese visa - they don't seem to actually verify this (nor do they have the ability to) as I put in some random info/a photo of my wall and it went through
  • You will also need to add the payment method which can't be changed after your first top-up until it expires in 90 days so choose wisely. If I recall correctly, Visa, MasterCard, Diners are accepted (no Amex but you wouldn't want to use Amex given the forex fees)
  • Choose the first top-up amount (minimum CNY 100, which went through MasterCard to my Bankwest card as A$20.74, better than the rate given by Google). You will be able to top up as many times as you like during the 90 day validity period
  • Spend away!I used it to recharge my Chinese mobile number (as I am currently in Sydney) and it went through fine (essentially it's a prepaid card issued by Bank of Shanghai which gets added to your ApliPay account as a Chinese debit card)

Couple of things I found that can be improved:

  • You will not have the option to cancel the card prior to its expiry in 90 days, at which time the balance on the card is automatically refunded to your funding card so I would recommend you top up small amounts as you need them
  • You will not be able to transfer any money from the Travel Pass to other AliPay users so only can be spent on purchases
  • The maximum balance on the card at any given time is CNY 2000 (circa $400), but the flip side of this is that it means this product comes under the "prepaid/gift card" legislation rather than the ones applicable to debit cards in China which has much more stringent identity verification requirements.

I suspect it will also work at Australian merchants who support AliPay but it's essentially moot as you are suffering forex twice (i.e. AUD-CNY-AUD).

Looking forward to hearing your thoughts on this but IMHO it's a great product offering signifying the progress in the opening-up of the Chinese financial services industry - albeit it still has a long way to go compared to countries like Japan that widely accepts major international cards alongside its own (JCB). Also,it extends the convenience of mobile payments in China to foreigners which is an excellent news for us.

    • I do believe so, but I haven't tried it yet. Also a tip (not sure if this has been rectified by Taobao) - if you use your AliPay balance/Chinese debit/credit card to pay for an order shipped to Australia - it does not charge GST on top.

        • Tried a few puchases on taobao - seems like GST is now included in the price because it's not displayed separately. But the prepaid card definitely came up as a payment option - good way to avoid the otherwise 3% fee imposed on foreign cards.

            Must have been within the last month or so, as it was working fine before.

            When you go to pay it magically adds 10% to the total.

      lol I wish! My credit rating has taken a big hit after signing up for all those credit cards with bonus points

      Except for the fact that many stores in China do not accept physical cards, apple pay or even cash , and only accept wechat pay or alipay.

      • Can vouch for the cashless thing. I was in a touristy area in Xi’an when I presented my cash they’re like nope you need one of those fandangle cashless app.

          It's illegal to refuse cash. You can simple threat to call police and they'd take your cash.

          And in Australia we are plagued by the credit card surcharge wherever we go and tackling black economy essentially created by people only taking cash from their customers…

  • This sounds great, heading to China over Christmas. I already have an alipay account for use on Aliexpress but I've never loaded the app. Will this work for my existing account?

    • You can try searching TourPass in app and see if anything turns up. If not just use another mobile number to sign up a new account in app

      • I just set it up now. I think my previous account expired - I just signed up as new and was able to top up successfully.

      Correct. I think you can just reopen a new one after 90 days

  • Just one thing on how you use this. I've seen videos of people shopping where they scan the merchant's QR code - do you then type in an amount and activate the payment?

    Not sure on the difference between you scanning their code or letting them scan yours.

      Not really much difference, for small merchants who don't have scanning facilities you will need to scan their code (which is usually on a paper printout sticking to their register) and you put in the amount manually. If the merchant is better equipped they'll scan your code and it's done.

    its been a while but is the new app more english friendly? all my alerts and settings were in chinese before.

  • Does anyone get up to the payment confirmation step but can't actually load the payment onto the card? Seems to be bouncing back once I get to the final confirmation, with no funds actually taken from my card.

      On android phone: nothing happened after clicked Confirm and Pay. Tried multiple times and couldn't go thru.

      Changed to iPhone, everything went thru smoothly…

    • I've seen people using it at Chemist Warehouse. I think most eftpos machine support it but I have no idea how you get them into the screen to use it, the people I saw were scanning a qr code off the eftpos machine screen to pay.

      • It's really easy to operate. In fact most CBA terminals have it inbuilt, you just need to add the software module in the menu.

        Some others have this Alipay blue box as well, but I don't believe that is necessary. It might be from another EFT provider.

        Currency conversion and everything else is taken care of by the provider of the terminal.

    What do you mean by this? Can't you just scan their QR code over video chat or something? You don't need to be in front of that person. I'm still trying to figure out why it mentions this and if it actually means what I refer to below:

    Is it like Alipay HK then where you can only use it in certain places?

    It kind of defeats the point of Alipay tour pass if you cannot pay the hawker on the street 5 yuan for the counterfeit flip flops or whatever they sell these days. What happens if you want to visit the infamous counterfeit markets in Shenzhen, you won't be able to pay with the tour pass.

    As far as I know Cash still is king and with no transaction fees on ATM withdrawals, you would be pretty dumb to use the tourpass after the grace period. Also you run the risk of your funds being confiscated if your details aren't correct. The fact you recharged your chinese phone number will undoubtedly link your real identity to the wall picture. I can't imagine how many social credit points you just lost doing that….

    I hope you haven't applied for the Sesame credit trial…

    • Somehow I don't think they'd be too interested in me… Lol. Also how does one find out how many social points one has… Would be curious about that too.

      Yes unable to pay individuals on the street may be a real possibility however I haven't tried scanning one's qr code - only tried sending money to another AliPay account via phone number and it didn't let me choose Tour pass.

      • I just added some $$ to TourPass and the $$ is showing on TourPass. But on Alipay the $$ is not showing on Alipay Balance. Is that how it should be? When paying a merchant should I be using the TourPass QR code or the Alipay QR code?

        • It's not gonna show in AliPay balance because it's in your tour pass which is a prepaid card. This card is linked to your AliPay account and can be used as a payment method. The qr codes are the same

    How about using Ali pay or wechat pay for merchants in Aus? I see many Asian places here accept them and sometimes with good offers. Can I use my Citibank card to link and pay locally?

          You topup your AliPay in CNY using aud - first forex loss

          When you purchase in aud at the shop it deducts your CNY balance using their exchange rate - second forex loss

              • @FutureTech: Do you reckon with Citibank debit card, which has no foreign transaction fee and conversion rate is close to official rate, there should be not much loss?

                  @Jared17: I do however look out for surcharge when using AliPay - a lot of shops have them.

                  But if all you want is to take advantage of the offers you should come out ahead

  • I just returned from 3.5 weeks trip in China- this came in really handy except the fact that I didn't have a local SIM so could only use in places where I had free Wifi (which isn't many places as all required a local mobile number to generate code!)

    Does anyone know if it's possible to look up transaction history on Tourpass? As I found myself scanning my QR code twice and no way to check if I was actually charged twice. Tourpass only shows your load history but not actual transaction history.

    So, I topped up my tourpass balance in my Alipay app, tested it in Sydney on a shop that accepts alipay. Unfortunately, it doesn't work. Gives me a message that my ID hasn't been verified. After contacting customer service via the app, they advised me that my ID has already been verified and that you cannot use tourpass to pay merchants outside of mainland China.

    Did anyone else encounter the same problem? Did it still worked for them in China?

    I'll be going in a week to China, so fingers crossed this works.
