Yes it's got a huge amount of permissions, so it's a definite pass on this one.
The first few listed looked fairly standard, then it started getting into "turn WiFi on or off" and got dodgier from there.

Pretty happy with it. I believe there's a free (ad supported) version as well.
As far as app permissions, it only asked me for location. I set this to allow only while application is in use. I'll see how it goes for a little bit. I just wanted to test it's accuracy out of curiosity mostly.

Accuracy will be the same as any app you install on your phone, even Google Maps shows the speed (in a much smaller format).
comments on google play for the posted app are pretty worrying - reports that it starts automatically, runs in the background draining your battery….
I've been cgSpeed for years, but it doesn't appear in the Play store search any more :(
