Being TobyDeals/TecoBuy, you can assume no warranty. $70 return fee for them to tell you either there's nothing wrong, or it's a user caused issue.
Apple will still provide warranty. If it's a 4G device you might have problems getting a replacement device, but Wifi models are pretty universal.
I’m not sure why anyone would buy this when apple is selling the new iPad cheaper. Can someone explain why?

Size aside, the iPad mini has a better although slightly lower resolution display and a better camera, but probably the mainstream differentiator is the storage tiers:

The iPad 7th was earlier I think. ebay had the mini (also grey import) for $399 in a very recent sale/competition as well.
Mini in the latest “competition” definitely. The normal iPad cost $329. $399 was for the mini.

Eh. Only saving $30 vs local stock, and since it's a grey import you only get a 12 month warranty.
