Agreed. 12w would be the starting point just for an iPhone in my opinion. For an iPad something that low just doesn’t make sense.
To save having to buy a usb c cable to charge your phone more then 5 W
Just spend the extra $6 and get the 18W one or $10 for the 20W one from apple If you have a USB-C cable. But this is a good deal for those that have a USB A cable.
This would be a better option, specially if you can price match at OW:
Spend $29 and get the 20v
Or spend $24.95 for the 20W deal as mentioned above

Why on earth would you buy a 12W charger for your iPad when it can charge at 30W? iPad batteries are like 7000-8000 mAh, that's a minimum charge time of 3 hours.
