Definitely targeted. I got this a couple of months ago when I applied for an Amex Essential card, so I assumed it was something aimed solely at new card holders (similar to their Woolworths/DJs $5 Welcome Offer).

Search for “Amex statement offers” in here to see dozens of such posts - which have helped to notice the offers in their apps - including me - but limited to mostly for first 20k cards it is saved.
And no mine is the second Amex I instantly got approved last month - and your profile says you are new to ozb. Welcome, just because you weren’t targeted or you got this before doesn’t make it an “old deal”.
