Can anyone confirm whether the cashback options actually stack? The T&Cs say cashback may not apply if coupon codes are used that are not listed on the Cash Rewards site, but the Cash Rewards site doesn't mention ANY coupon codes. Does that mean it won't stack?

yes
I can't speak for what's around now, but when I looked a few years ago there was not a lot in the 32 inch range that I was happy with picture-wise. The good display tech just doesn't seem to filter down into the smaller TV sizes. The picture quality (colour, contrast, off-angle viewing etc.) were all pretty rubbish, and many were only HD, not Full HD.
If you can't find anything you like, would it be worth considering a cheap-but-decent 4K 32" PC monitor (e.g. LG 32UN550-W) and a set top box with HDMI? If he's only going to stream TV, you could just get a streaming dongle e.g. Chromecast and ignore the free to air completely.
I did look at monitors but unfortunately he will be watching free to air tv on it. I was going to set up an IPTV to watch free to air tv via Chromecast TV for him but there is a 30 min delay I can't seem to fix.
The set top box I linked to (no idea if it's any good or not) provides free to air access because it includes the RV aerial cable as well. I'm sure there are other options too.
