[VIC] Free New VIC Drivers Licence for Optus Data Breach Customers @ VicRoads

The website has been updated with the following information.

A dedicated form has been created for concerned customers to request to have their Victorian driver licence record flagged and protected on the Victorian and national licence databases and the Australian Government's document verification service. 

You can access the secure form here (External link).


Any Optus customer who is concerned about their licence information is recommended to contact VicRoads via the dedicated channels above to request to have their details flagged.

The Department of Transport and VicRoads are also committed to supporting impacted individuals who wish to have their licence replaced. This request will be validated against the Optus information once available. 

Further information on licence replacements is expected shortly. In the interim, please do not use the usual replacement licence services.

Victims of the attack can refer to the advice of experts including:

Victorian Government organisations impacted by a cyber incident must report it to the Victorian Government Cyber Incident Response Service.

Mod note: The start time for a free Driver's License replacement offer is yet to be determined, and according to the site, "The Department of Transport and VicRoads are currently working through a process to support an anticipated high-volume of requests.".

Do not request a license replacement until further announcements are made.

    • What does that mean? Licences are uniquely identified by licence number. There is no separate card number.

      • There is in NSW. It's a longer number on the back of the card. You keep your licence number for life, but the card number changes with each issue of the card.

  • I think I am a former customer, although I have no record of signing up or actually paying for an Optus plan - prepaid or otherwise.
    All I know is that I ordered a free starter SIM kit back in 2019 (via the website). Therefore, they would have a record of my address, name and email.

    In the more recent update to the above email, they state:

    During further analysis as part of our ongoing investigation, we can confirm that the licence number on your Driver Licence was exposed. Please note, only the licence number has been exposed and not a copy of your Photo ID.

    I didn't end up using the starter SIM kit, i.e. no service activation. Even so, I almost always use Medicare for IDV when it comes to SIM activations.

    How can I force Optus to tell me precisely the information they hold that is linked against the email address they are sending the above notices?
    Is going through the TIO only way? Don't bother with their phone lines until they implement a call back service.

    We recently communicated to you that your personal information has been exposed during the cyberattack on Optus.

    During further analysis as part of our ongoing investigation, we can confirm that the licence number on your Driver Licence was exposed. Please note, a copy of your Photo ID was not exposed.

    Please go to vicroads.vic.gov.au for more information and to report that your Driver Licence has been exposed by filling out the online form on their dedicated Optus Cyberattack page. If you've already reported the exposure to VicRoads you do not need to re-submit your details.

    We can reassure you we're doing all we can to protect you and our customers, including:

    Notifying all key financial institutions and relevant government bodies, who are also on high alert

          I sincerely hope Optus cops a massive fine after the dust settles.

    • I received the same email too. Seems pretty late considering I've already registered on the Vic Gov website a few days ago about my drivers licence.

      No news from my end but Medibank has now screwed me too 😩 can’t seem to get a break 😔

        Was your DL exposed by the Medibank hack as well?

        I would imagine you would need to have your medicare number replaced.
        Unfortunately, Medicare doesn't really change the entire number just increments the last digit at the end.

        • They did, not my drivers exposed just Medicare number and possibly my wife’s bank details as she gets direct debited from her savings account.

    Got an SMS this morning from NAB with a customer number thanking me for registering for an account. Not something I've signed up for but I guess if it was a scam they wouldn't use my phone number for the registration? Anyone else with ubank get this message?

    • No, you better call their fraud team immediately.

  • Did anyone receive any further updates from VicRoads?

    It has been almost a month since our details were exposed, and who knows what the scammers are up to with all that data ripe for ID theft.

    • If you haven't been following the story, only 10,200 records were released so far - nobody has your data yet.
      (Unless you were unlucky enough to be in that leaked group…)

    Not sure when they released this document but it seems you can't get a new driver licence number in Victoria unless you are a victim of fraud.

    Am I eligible to have my driver licence number changed?
    Yes, if VicRoads considers the information on your driver licence or learner permit was used in the attempt to commit fraud or
    fraudulent activity occurred resulting in identity theft. We will consider changing a licence number when there is a reasonable
    request to do so.
    Some examples of identity theft include:
    • Opening a bank account or a mobile phone service
    • Accessing government benefits
    • Avoiding security and validation checks to gain employment such as a Working with Children check
    • Avoiding licence bans and/or the allocating of fines and demerit points
    • Obtain approval for car leasing or car hiring

    A new licence number will help separate you from future fraudulent activity that may occur on your previous licence
    details however it will not necessarily stop your old licence details being used. VicRoads is unable to prevent other
    organisations from accepting previous licence information.

    When am I not eligible for a driver licence number change?
    If you’ve been notified by an organisation that a data breach may have exposed your licence details, but no fraud has taken place,
    VicRoads will NOT be able to change a driver licence number.
    We will NOT be able to change a driver licence if:
    • there has been access to social media platforms
    • scams attempting to gain access to your personal information
    • creation of pre-paid mobile connections, in your name
    • anytime where the driver licence number was not used in the activity of fraud or a data breach.

    Seeing I am both affected by the Optus and Medibank breach, I was looking forward to some peace of mind with a licence number change. Even if a licence number change isn't gonna make a huge difference seeing how all personal identity details have been hacked, I guess it was the one tiny thing I had control over but oh no, even that's not happening now. Not happy!!

      I'm in the same boat with Optus/Medibank… this is pathetic. so we literally have to wait for something terrible to happen to us to get it changed? That is pretty (profanity) pathetic from vicroads.

    Dear ,

    We write to update you on how we are working to help fast track the security of your learner permit/driver licence data in response to the Optus data breach.

    We have analysed the data provided to us by Optus, validated that against our database and can confirm your data is part of the Optus data breach.

    You will soon receive a free re-designed driver licence card/learner permit that prominently displays a unique card number. This number is in addition to your licence number.

    By the end of the year, when you use your licence for identity verification purposes (such as with a bank), you will be required to provide both of these numbers. This provides extra security and an extra layer of protection as the unique card number was not recorded by Optus or exposed in the data breach.

    You do not need to do anything, but would request if you have recently moved, please ensure your address details are up to date by over the next few weeks. You can log in to your myVicRoads account to update your home or postal address. If you don’t have a myVicRoads account, you can sign up today. You can also call us on 13 11 71 with your new address and we’ll update our records for you.

    Your redesigned licence card/learner permit will be mailed to you by the end of the year, ahead of the date when you will be required to use it for identity verification purposes. We will utilise your existing photograph in our system, so you do not need to attend a VicRoads customer service centre.

    We have already activated a flag on your record as an additional layer of protection.

    • So no changes to license number then. Just adding another number. What is going through their minds?!?

        So instead of just changing the number at their end, this means that every organisation that does identity verification will need to amend their systems to cope with two numbers. That's gonna take a while.

        No idea what happens in the meantime. Probably chaos.

        • I'm guessing they're copying NSW with the 2 numbers, maybe all licenses are going to use this new system in future..?

          The answer is provided in this sentence: "We have already activated a flag on your record as an additional layer of protection."

          What this means is that until that organisation implement the above 2FA form field, your details will not pass DVS, and you will be forced to use another form of ID.

    In a future customer data hack, where both your DL number and card number is exposed by another large organisation, I wonder what creative solution VicRoads will come up with then? Add a third number?

      Lol! We may mock this as ludicrous but somewhere out there is a genius who will think this is revolutionary!

      They just give you a new card with a new card number on - only the DL number is fixed, the card number is designed to be changed each time a new card is issued, or on request 👍

  • Anyone else still waiting? I contacted them a few weeks ago and they said they were still working on the backlog. I applied right at the start.
