      For some purposes, yes. Hydrogen Peroxide will react with anything organic, attacking it and, in effect, "burning" it. It's very good for cleaning laboratory equipment, or even for thoroughly cleaning cutlery and crockery that has mould on it (although much less effective if the crockery is porous). Because it breaks down into pure water and oxygen, it leaves no deposits behind after it has "dried". Used in low concentrations (3%) as a cleaning agent, breathing the fumes is much less dangerous than the fumes of chlorine bleach, and because the fumes are oxygen, they have no odour.

      Note that 3% is a relatively weak concentration of hydrogen peroxide, but that's the standard concentration that is available to the general public. It was also used in MUCH stronger concentrations - 90% - as the fuel in the jet backpacks of the 60's - it was passed through a catalyst mesh, forcing it to break down into water and oxygen. This produced so much heat that the water was instantly turned to steam at over 700 degrees C, so the jet backpacks didn't actually have any flame, it was high-pressure steam that provided the lift.

      Alcohol is simply a solvent, that also acts as a dessicant. Many bacteria and fungi and moulds can withstand dessication, and will continue living after the alcohol has evaporated away.

    • It can be used to treat some fungal and bacterial infections of plants. It's not great for the plant's foliage and roots, but it kills the fungus.

      Large hydroponic farms inject peroxide or ozone into the circulating water, to kill off any algae or fungi or bacteria that might grow in the water. By the time the treated water reaches the first plants, the peroxide or ozone has broken down, so it won't hurt the plants.
