They are talking about buying things off amazon, not the $200 giftcards on shopback which requires the $200 westpac card spend.
I believe ebay and amazon are ok for partial payment, with full cashback on entire amount..as long as its not a 0% category.

The 2% Amazon listings are always there, you just need to manually search for 'Amazon' then scroll down to see them (the last 4 results of the 13 listed).
Possibly forgot to update them to 1.75% when the decrease happened. I dare say that they will fix/remove them now.

Depends on when your order was successful. Check your email. If it was past 8-10am highly unlikely your bonus would have tracked.

400 isn't many but it's also Westpac exclusive, I think if you get in really early the risk of missing out should be low.
