The way I read this is that the only way to achieve a min $1 Cashback per transaction at a 1% rate would be to spend at least $100 of Cashback balance in a single transaction

There is no "additional $30 for a second bonus" - they just mistakenly wrote $30 instead of $20 in the T&Cs.
