Does Telstra have International Roaming activated by default? I want to use this for one time SMS codes for certain logins during overseas.

CIS says it is not included.
You can try calling your bank and letting them know you're going overseas from dates x to y. Some banks will temporarily disable the codes, while others may send you the code via another method (via the banking app, perhaps)

If this had 250 mbps cap or uncapped instead of 150 mbps it would be worth the price, but it doesn't so better off going to boost.
