It’s probably because upon googling this can come with UK/EU plugs, then all they did was copy paste.
Can I charge my device via usb cable, but using a AA rechargeable battery inside this charger?
So charge a device using power from AA cells.
I have one of these. You can charge AA batteries only, not use it as a power source for charging.

It doesn't make it clear though whether it will do this if you put charged batteries in it; I think it means it will charge those devices only if it's plugged into the mains or into a car socket.
The adjustable battery contacts is a great feature though (see the video), especially if you've haven't got the original camera battery charger.
@Quarn You can charge other devices via a USB socket on the side of the unit.
