Turns out I wasn’t authenticated and I can see it now.
The link you shared goes to something that says "not sold separately". I suspect it was an addon you saw for $20. The game is still showing full price.

Any chance of getting a screenshot or something to show the offer? I can't see any offer on two accounts that are subscribed to Game Pass Ultimate and there doesn't appear to be any mention of an offer on social media.
I can still see Borderlands Collection: Pandora's Box under Special Offers on Xbox. I bought it months ago. 😕
