Upon launching the Telstra app, you'd see a banner for "Get 20,000 Telstra Plus bonus points on us!". Click on Activate offer.
I got the points within 24 hours of activating the offer in my account.

As reported from several users below, it appears these are targeted mainly to Silver and Gold Status tier, i.e. people who have $1500+ spend per year through a single Telstra account.

What are expiring points?
Any Telstra Plus points more than three year's old will expire after your four-year membership anniversary. Only unused points earned in your first membership year will expire at this time. From then, any unused points over three years’ old will expire on a yearly basis.
When will my points expire?
Your points will expire on the last day of the month of your membership anniversary. When you use your points, the oldest points will be used first to make sure you have as much time as possible to redeem that something special. We’ll notify you of when your points will expire and the number of points in the My Telstra app and when you sign in to Telstra Plus (address).
Why are my points expiring?
We want members to get the most value out of their points as soon as you can by redeeming in the Rewards Store or via your Telstra TV. The Telstra Plus program expires points after three years, as stated in our Terms and conditions
How do my points expire?
Your unused points will automatically expire if not used by the expiry date and will be removed from your points balance.
I haven't been a telstra customer for over 10 years but last year or the year before I got a bunch of points through links from ozbargain. Now I login either via app and website and I can't access anything. I think they're onto me! Shame, I had enough for a google mini or some crap but I figured I'd save em up for something better/bigger/on sale. I snoozed and I loozed I guess.
Same, my account has even been suspended and lost all points.
Oh well, on the plus side, we're not telstra customers.
