just activated one yesterday, did not had a payg option, so i would say no
what does that mean ? once you activated the sim, could it be used for incoming text messages ? Whats the point of $1 sim if not ?
To buy a plan usually especially if you don't want to use esim option straight away. All providers sell you this type of sim.

Won't be able to pricebeat at Officeworks as they don't offer the same size packs (except $2). However, their prices on similar sizes are better anyway; $30 for $10 and $50 for $20.
