This was sent to fitness first members, 10% any participating pre-paid Price Match Guarantee hotel. Obviously check hotelscombined.com and the hotels website direct to make sure its still the best price but I usually find hotels.com fairly competitive.

The discount doesn't appear to apply to taxes, example using the first hotel listing in Hong Kong below:

  will booking with my normal VISA card attract foreign exchange rate on these sites? i.e HotelClub, Expedia, Hotel.com etc…

    hotels.com is in $AU so you won't get charged foriegn exchange rates. Just made a few booking on the weekend. As for expedia & hotelclub, haven't used them before.

    I have used them over many years and no problems. I have cancelled many bookings, and done many reward bookings. I always do a mental calculation of about 7% rebate when comparing their prices with other hotel search engines. (The reward is based on the base price excluding taxed) Most bookings are refundable, but I always check the 'refund policy' fine print no matter which hotel search engine I go with. Whenever you use a promo code with hotels.com you will not accumulate rewards with that booking. Their rebate is more generous than Agoda.
