Target haven't listed this in their listings but these types of booster seats are generally from age 4+, although I think it may also go on weight as well so this might now be suitable for children who aren't very heavy.
Forgive my ignorance, doesn't the booster seat come with harness? Or we have to use the car seat belt over the booster seat?
These are used with a car seat belt but for added protection you can add a harness.

It depends on the age and size of the child whether or not you should use the harness…
For children 4 years and under, this seat is not permissable, as they have to have an inbult harness, as you suggested.
Most car seat manufacturers advise against the use of a H harness these days, as they are rarely used correctly and can be dangerous when not.
Yep, what Geewhizz said. Illegal to be used with a child under 4. Seatbelt use only. H harness no longer recommended.
I believe all of this type of booster seat is from 4 years onwards. I think Target should be listing this in their description.
