No, it is 0.5kg lighter. You only get 8.5kg.
Which, BTW is 17 litres. LPG is almost exactly half the density of water.So this is almost as cheap as using a bowser adapter.

Since a mod hasn't cleared I don't think it is a hard and fast rule. Besides I can't find any active bargains that are better.

I don't know anywhere in Brisbane cheaper at the moment. The $15 special on Saturday https://www.ozbargain.com.au/node/217443 was inundated suggesting that this Ray's deal is a bargain (in Brisbane at least).
Where's the cheapest refills then? And how much does Rays charge normally?
Cost me $21.99 at Ray's in Brisbane last time I had a gas bottle filled.
