There used to be a butcher in Enmore that sold them to the public, but you had to order a day in advance, not sure if he's still there.
Aldi sold the vertical gas griller recently for $150, It comes with skewer plate. You'd be able to drop it off to many Halal butchers and they'd be able to make for you. Would take 8-10 KG's easy. Expect to pay about $10/KG for reasonable quality lamb/beef mince kebab. Wholesalers charge much less than this but the quality is much lower.
