Connectify Hotspot turns any Windows PC with a WiFi adapter into a hotspot. The basic version is free, but the Pro and Max versions add features like being able to rename your network, or use bridged mode. If you know your way around low-level networking, you might be able to do this free, but if your time is more valuable and all you want to to is be able to use your laptop's wifi to connect your iPad to the Internet when your laptop is on 3G or plugged into a blue cable, I recommend this. I used it for a while in a spot where the local WiFi coverage sucked and it worked really well.
