I personally use Alfred workflow with Spectacle to accomplish window management, but this app is comparatively more foolproof for an average user.

According to my knowledge, this app does not have a Windows version. However, Windows does come with a pretty basic window management mechanism, you can always drag your window to the sides of the screen to accomplish various window placement.
One of the very good features Microsoft introduced in Windows 7.
Although Windows does not have the awesome mac hot corners….
Well, they introduced them in Windows 8. It's just that you had to hit that exact one pixel to activate them.
