      As helpful as the previous answer was, many people have party's on Australia day, often outside around a pool. Australia is hot and ice keeps drinks cool.

    I read the link carefully. The wording implies it's actually a bag of ice cubes made from regular water and not methamphetamines as commonly understood. Regardless, Australian legislation states that a licence is compulsory for the provision of scheduled substances.
