Yes.
However if you have a local home automation server (like Home Assistant or Domoticz) you can turn off the cloud and run it locally.
what if I want to run home assistance or domoticz with the cloud and the xiaomi kit,
will that work?

Yeah, I believe last write will win if you setup automations, etc. I can definitely control from both home assistant and MiHome app.
You can also make home assistant internet accessible (port forward) but you definitely want a password and possibly ssl as well. (Or use a VPN client to access your home network).
I’m constantly getting domoticz hang for no reason. So I switched back to homebridge+homeassitant combination.
