          The point of the legislation is to stop unscrupulous retailers (not implying op is) from shirking their responsibility when supplying a faulty item. For all intents and purposes no returns and no refunds means the same under the legislation.

          "No returns/refunds for change of mind" is perfectly legal.

          Isn't a refund the same thing as a return. I mean the customer is returning the product to the retailer for a refund if it's DOA.
