  They really need to divide this into landline, mobile and special numbers (13/1300) because some don't have unlimited calls to mobile numbers and only fixed lines and some don't include special numbers.

  So is this to national fixed lines and national mobile numbers or one or the other?

  National standard numbers means nothing at this stage.
