          Rubbish comment & no one is scamming ebay. I have two accounts, both in the same name with the same address and I pay from the same paypal account. Not a scam at all. My long term account didn't get the code … I never get offers on this account. My newish account got the code. It's ebays way of not rewarding long term customers because they know they will keep spending, and encouraging customers who don't spend much to spend more.

      I'm pretty sure eBay accounts are now tracked by ID's perhaps linked to Paypal accounts, ie if you have multiple eBay accounts, but they have all PAID to or from the same paypal account, eBay knows you are the same person and doesn't dish out the vouchers. Just a theory
