Depends on your card. Most common one with a supplementary annual fee is a David Jones AMEX (Black) card.
i got the email i am a westpac altitude customer with no additional cards
I have heard of people adding the same supplementary person multiple times to get this offer. Has anyone really done this and got the points multiple times? Also allows you to have more cards for the Amex offers.

You'll have to register the additional card for that particular offer. If you enable it on your primary as well then you can use the offer twice.

A high likelihood it is targeted. The email of this offer provides the ending digits of the account number at the top.
In the text, it says:Add them to your Account with an Additional Card, and you could earn 3,000 Bonus Points
Sounds like it is even specific to the card/account that is named, for someone with multiple cards.

The only downside is that if you give these supplementary cards to other people, that they don't rack up a bill you won't be able to pay off …
I can confirm this offer is not targeted. It's available via the call centre to all card holders. Spoke with them today.
I just called to add an additional card, the call centre confirmed it is available to everyone, but you will need to spend $750 within the next 3 months.
Maybe they now told the call centre staff about it since they did not know about it yesterday. Did you have to supply proof of identity for the supplementary card holder?
Yes. They asked for the supp card’s DL.
Can confirm Purple's comment. Amex told me the same. (I have ordered a new Supp on each of my amexes that I am hoping will arrive before the Small Shop registration maxes out.) No ID required, they did ask for a drivers licence no. for the supp cardholder, but were happy to proceed without it.

Hi Yola, I applied online since I got the email. When calling to check on application a few days later, thought I might as well ask the question: can someone who did not receive the email access the bonus point offer? The reply was, yes, you can speak with customer support, and they can apply for you. By that, I would think to be sure to get the bonus points, and not have to argue with them later if the points do not land, it is best to apply by phone. Hope this helps.
@bluesky: Thank you New Chump and bluesky. Bluesky when you applied online did you have to provide id documents? If I did apply online I could also ask about the bonus points, keep a copy of it and have written proof if I did not get the bonus. Also do you know if the bonus offer can only be received once per card, which I did read somewhere. Thank you.
@Yola: When applied online, ID fields were optional. Read here it was needed in some cases, so part of reason for my call, as I did not want it held up due to missing ID. Provided licence as ID.
In the email offer, it does say:

Happy with just one, so I did not ask about whether bonus offer applies to additional cards.

They’re wrong; it’s three months. Half the people who work at Amex have NFI about their promotions and procedures
Would the supplementary card holder be able to access the account of the primary card holder? Eg. If you apply for one for your child, you may not want him/her to be able to see your own transactions.
As someone who just opened a new supplementary card - no unless they have access to your account i.e. they have your username and password

They do get their own online account but it will only show their transactions and obviously they can enroll in offers as well.
When you receive the supplementary card and you activate it there are options to set up the online account. If you do this and keep the user name and password you can then take advantage of the special offers which you must register for on your account and the subsidiary one/s. This is what I do.
