if not business level and online than, WhatsApp, Google Hangouts etc.

To make calls from device connected with internet to landlines/ mobiles without internet. Whatsapp (and similar apps) is useful only if both ends have internet, which isn't the case with landline anyway. Skype can call any number in the world - landline or mobile - doesn't need them to have internet at all.

@virhlpool: Only if you have Skype credits or subscription. Otherwise it's only device to device for "free"

@bchliu: Of course. Otherwise, many offices use Skype as an official communication within teams. Or a good communication tool where you don't have to use your phone number (unlike Whatsapp which shows your number).

If you wish to call on Mobile and Landlines on any other country, your best BET is Skype.

WhatsApp, Viber, FaceTime and Telegram - can only do VOIP (Voice over internet protocol).
