Click here to Enrol yourself as a developer if you do not already have a Developer account. Annual fees for this Developer program costs $149 AUD or $99 USD. This fee is waived if you are a developer for educational, non-profits or government institutes

Apple statement -

Apple today announced it will host its annual Worldwide Developers Conference virtually, beginning June 22, in the Apple Developer app and on the Apple Developer website for free for all developers. The company also announced the Swift Student Challenge, an opportunity for student developers to showcase their love of coding by creating their own Swift playground.

Developers are encouraged to download the Apple Developer app where additional WWDC20 program information — including keynote and Platforms State of the Union details, session and lab schedules, and more — will be shared in June. Information will also be made available on the Apple Developer website and by email.

While attending WWDC is free, anyone interested in attending Apple’s week-long event will need to be a registered Apple developer, which you can do by going here and following the steps to enroll yourself or your organisation. From there, Apple is encouraging developers to download the Apple Developer app, which will serve as a program guide and resource centre for the event and will include details on keynotes, lab schedules, and more.

Alternatively, if you’re only interested in the main WWDC keynote, we expect that will be similar to previous events, Apple will host a public livestream that anyone can watch online.

        Only the event is free (if you're an Apple Developer already).

      EDIT: Oh, for the developer program. No, you can't use iTunes credit for that unfortunately.

    As far as I know, you don't need to have a paid developer account to access the content.

    Every other year the sessions have been available to view by anybody with an Apple ID via the Apple Developer website. Free.
